ISW: Russia Has Entered "zero Phase" Of Preparations For War With NATO

Covert and overt attacks against Europe have intensified.

Russia is stepping up its attacks against Europe and has already moved into the "zero phase" of preparations for a possible war with NATO.

This is according to a report by the Institute for the Study of War (ISW).

Analysts note that Russia is stepping up its covert and overt attacks against Europe.

Moscow has moved into "phase zero" - the phase of creating informational and psychological conditions - to prepare for a possible future war between NATO and Russia.

"The December 17 event was the first time recorded by ISW that Russian uniformed military personnel crossed into a NATO country since the start of Russia's 'zero phase' efforts in September 2025," the Institute for the Study of War noted.

Reminder that three Russian border guards on Wednesday, December 17, crossed the border of NATO-member Estonia and entered the country's territory for about 20 minutes.
