Mark Rutte made the announcement as part of a possible agreement to end the war.
Kiev should have the right to determine its future within the framework of a possible agreement to end the war, including on the issue of NATO membership, the alliance's secretary general Mark Rutte said. He said this in an interview with ABC News.
Rutte also said that the summit between US and Russian presidents Donald Trump and Vladimir Putin on August 15 would be an important test on the way to ending the war.
Rutte said Russia should recognize Ukraine's right to self-determination. "It is about security guarantees, of course, but also about the absolute necessity to recognize that Ukraine determines its own future, that Ukraine should be a sovereign state," he said.
The NATO secretary-general believes that Trump also supports these conditions.
Rutte said there should also be "no limits" on the presence of NATO troops in eastern Europe.
