Dozens of explosions were heard in the occupied city.
Dozens of explosions and drones flying over the city—that’s how the night of October 21 is unfolding in occupied Luhansk. According to the monitoring channel Exilenova+, the former “Ukrtelecom” building—which houses the telecommunications operator “Lugacom” and other telecommunications services—was hit.
Local Telegram channels also reported explosions and drones over Luhansk. Specifically, at 1:49 a.m., the “Incident Luhansk” channel wrote that drones were circling over the city, and the sounds of mobile fire teams could be heard in various districts. Later, the channel reported that a bright glow appeared following a series of explosions.
This refers to damage to the former “Ukrtelecom” building, which, according to Exilenova+, currently houses three facilities related to communications and information technology:
“Lugacom”—an operator providing mobile communications, Internet access, and data transmission services in the occupied territory of the Luhansk region.
The Telecommunications Services Center—a facility whose name indicates its activities in the telecommunications sector.
The Information Technology and Technical Support Center is a facility related to information technology and technical support.
As a reminder, “Lugacom” operates in the temporarily occupied territory of the Luhansk region and provides local subscribers with mobile communications, Internet access, and data transmission. The operator emerged in the summer of 2015, using equipment seized by the occupiers from the Ukrainian mobile operator “Kyivstar.”
A similar strike was reported in Donetsk the day before
The monitoring channel Exilenova+ also reported on a strike on a building in occupied Donetsk—which houses dozens of organizations, including telecom operators and internet service providers—on the night of October 20. This refers to a strike on a data center in Donetsk located at 60 Postyshev Street, which housed the data center for the telecommunications operators “Ugletelecom” and “Elecom.” The OSINT project ASTRA analyzed the publicly released footage and documented damage on the third, fifth, sixth, and seventh floors.
In addition, the head of the Center for the Study of the Occupation Petr Andryushchenko reported the strike on his Telegram channel. He published videos and photos of the damaged building and stated that the data center no longer exists.
