Russia was expected to ship 1.5 million tonnes of oil to Belarus during the period from January 1 to January 21, 2010.
However, only 577,000 tonnes were supplied, RosBusinessConsulting reports with referee to Reuters.
Oil transit to Europe via the Druzhba pipeline across the country is not affected.
