Putin Declared Russia's Inability To Launch Retaliatory Nuclear Strike

The head of the Kremlin spoke about "limited opportunities."

Putin announced the inability of the Russian side to deliver a retaliatory nuclear strike.

The head of the Kremlin stated this on December 7, during a meeting with members of the Human Rights Council.

One of the participants in the event suggested that the head of the Kremlin make a public statement that under no circumstances would Moscow be the first to use nuclear weapons.

In response, Putin said that if Russia does not launch a nuclear strike first under any circumstances then it probably will not be able to do it at all, since the possibilities for launching a retaliatory strike are very limited.

The Charter97.org website wrote that only the record of Putin's meeting with members of the Human Rights Council was available, and there was no live stream.
