There Is New Information About Enterprises That May Not Pay Pensions To Belarusians

The Social Security Fund publishes a list of debtors.

In Belarus, more than 630 organizations and individual entrepreneurs at the beginning of April owed contributions to the budget of the Social Security Fund. Construction companies, a car factory, a football club, a meat processing plant, and a travel agency are among the debtors. Let us recall that officials still fail to solve the problem with insurance premiums for the Social Security Fund. The document contains data published by the Social Security Fund as of April 1 this year. At the time of the publication of this document, some of the enterprises in the debtors' list could partially or completely repay the debt, while others could increase. Those who owed more than 100 rubles were included in the list of debtors.

Let us clarify that many questions arise regarding the data of the Social Security Fund on debts and insurance premiums. For example, in the Mogilev region, enterprises and individual entrepreneurs at the beginning of July 2021 owed 14.3 million rubles to the Social Security Fund. At the same time, the Fund previously stated that throughout the country the debt of organizations and individual entrepreneurs as of July 1 amounted to 12 million rubles.

The number of debtors on insurance premiums to the Social Security Fund at the beginning of April differed by region. In the Minsk region there were 172, Brest — 109, Vitebsk — 79, Mogilev — 76, Grodno — 24, Gomel — 23, and in Minsk — 156.

There are enough construction companies among the debtors. This includes Construction Trust No. 8 in Brest, Repair and Construction Department -146 in the Oktiabrsky District, the EMU-13 branch of the Belelectromontazh enterprise in the Astravets District, Stroyremservis in the Minsk District, the Belsantekhmontazh Trust branch No 1, the Mogilev Plant of Ventilation Blanks, the branch of EMU-5 Mogilev Belelectromontazh.

At the beginning of April, the Belarusian-British company Unison was also among the debtors. It is located in the village of Apchak in the Minsk region. The enterprise was founded in 1996 as a Belarusian-British joint venture Ford Union, in 2000 it was renamed as Unison. The enterprise assembled a number of car brands, including Ford, KIA, Samand. In 2020, the plant launched the production of Chinese Changan cars, but in October 2021, their assembly was suspended.

As of April 1, insurance premiums to the Social Security Fund were also owed to the Climateindustria Plant in Mahiliou, the FC Rukh (the debt was paid on April 15), the Slonim Upholstered Furniture Factory, the Yuzhny Meat Processing Plant in the Kletsk district, the Postavy Flax Plant, the Braslavsky Rayagroservice, and the Liuban Fish Processing Plant.

In the Vitebsk region, there are enough agricultural enterprises among the debtors (Druisky OJSC, Gnezdilovo-Agro State Enterprise, Zamostochanskoye OJSC, Driguchi OJSC).

As for Minsk, there were debts to the Social Security Fund at the beginning of April, including the Natayan Tour travel agency, the Areola Knitting Factory, the Elegiya driving school, and Minskvodstroy. On April 1, the Minsk Princess Hotel (Crowne Plaza Hotel, Princess Casino and Zhuravinka) paid off the debt.

At the same time, the Social Security Fund did not specify the total debt on insurance premiums as of April 1.

Consequences for employers in connection with debt to the Social Security Fund

If organizations and individual entrepreneurs do not pay off overdue debts to the Social Security Fund, then workers may suffer first of all. The work experience is counted when paying mandatory insurance premiums to the Fund's budget.

At the beginning of 2020, 43 800 employees fell into the "pension trap". The work experience for the periods of time they actually worked is not added. We are talking about organizations that operate under normal conditions, and organizations in civil procedures of liquidation and bankruptcy.

At the same time, at least 47 thousand employees have already lost part of their work experience for calculating pensions due to running into bankruptcy. This was stated in the rationale for the bill on contributions to the Social Security Fund, the Ministry of Labor reported earlier.
