Lithuania To Stop Railroad Transportation Of Russian Oil

Because of U.S. sanctions.

Lithuanian Railways (LTG), which has been transporting Lukoil products in transit to the Kaliningrad region, says it will comply with the U.S. and U.K. sanctions regime that restricts sales of major Russian oil companies and will stop such shipments. The inclusion of Rosneft and Lukoil on the list of sanctioned companies was announced by US President Donald Trump last week.

Last year, LTG transported a total of 371,000 tons of oil products to the Kaliningrad region, of which 345,000 tons were Lukoil products, according to LRT.

Rosneft's oil was not transported through Lithuania either last year or this year, but this year LTG transported 194,000 tons of Lukoil's oil to and from Kaliningrad.

"It is important that none of the LTG companies has direct contractual relations with Lukoil or Rosneft. Lukoil products in transit from Russia to Kaliningrad are transported by forwarders whose names we cannot disclose due to contractual obligations," LTG told LRT portal.

The US sanctions against Rosneft and Lukoil, Russia's largest oil companies, will come into force on November 21. This means that the companies have until that date to finalize or terminate existing deals with the said entities. The aim is to limit the Kremlin's ability to finance the war in Ukraine. Under the future regime, Rosneft's and Lukoil's assets in the US will be frozen and Americans will be prohibited from entering into transactions with them. The sanctions will also apply to third countries: for example, it is planned to apply restrictions to foreign banks that will help Rosneft and Lukoil to make oil deals in other countries. The UK has been applying similar sanctions since mid-October.

LTG says it will follow the recommendations of foreign partners in an attempt to minimize business risks.
