Political Analyst: Ukraine Will Seek Reduction Of Troops In Belarus

The Europeans will join the negotiations.
The so-called US peace plan, which is being actively proposed to Ukraine, has suddenly appeared. It envisages a reduction in the number of Ukrainian troops, the complete withdrawal of the Ukrainian Armed Forces from Donbas, the freezing of the front line in the Kherson and Zaporizhzhya regions, and Russia's return to the G8. Ukraine is also to be forced to abandon NATO.
Who is behind this plan? About this site Charter97.org talked to a well-known Ukrainian political scientist, head of the Center for Applied Political Research "Penta" Vladimir Fesenko:
- Everything is quite obvious here. This peace plan was clearly developed by Steve Whitkoff and Kirill Dmitriev, their aides. Donald Trump appears to have embraced it. It is very important for him to achieve a quick result, even at the cost of Ukraine's concessions. There is nothing surprising here either. Trump has taken this position many times already.
So, in principle, we should have been ready for it, but the appearance of this "peace plan" does not mean that it will be adopted. Judging even by the context, this plan will be, let's say, a subject for discussion.
- What will be Ukraine's tactics?
- Ukraine's tactics today are as follows: we are ready to start negotiations on this plan and peace talks in general. But Ukraine has its own position on a number of points of this plan. Therefore, our country will agree compromise options on a number of points.
I will give specific examples. First, the reduction of the Ukrainian Armed Forces to 600,000. The figure itself is acceptable to us. But the Ukrainian side is likely to insist that the reduction should be on both sides.
The Russian troops in the conflict zone, as well as in the border regions with Ukraine and Belarus, should also be reduced to approximately the same figure. The schedule of reduction should be parity, agreed upon so that there would be parity between the troops of Ukraine and Russia in the conflict zone and in the border zone in general.
Secondly, we are talking about changing the legislation and the Constitution on some points. This concerns Ukraine's neutrality, rejection of NATO. No one, neither the President of Ukraine nor any negotiator has the right to make such commitments.
The question of changing the legislation and the Constitution is the exclusive prerogative of the Verkhovna Rada of Ukraine. That is, it can be written that the proposal on the neutrality of Ukraine and NATO will be submitted to the Verkhovna Rada for consideration.
And given that this is a very important issue, the decision of the Verkhovna Rada can be made only after an all-Ukrainian referendum. This is approximately how the case with the search for compromise can be. I would like to note one more important point: the Europeans should be involved in the negotiations. A number of points in this "peace plan" concern Europe. Accordingly, European leaders should participate in the negotiations.
I quite admit that next week we may see a repeat of the joint visit to Washington by Ukrainian President Vladmir Zelensky and a group of European leaders. To discuss this "peace plan", to discuss the issue of its finalization and adjustment so that it meets the positions, interests of Ukraine and European countries.
- Can the Europeans say their word and help Kiev to strengthen its negotiating positions?
- Of course, this is what we are talking about. Perhaps, even before the trip to Washington, while this is a hypothetical question, but a declaration, a public statement of Europe's position on this "peace plan" is extremely necessary. In other words, it must be done.
In principle, this has already been done many times, so now it is necessary to repeat Europe's position once again, but already on specific points of the plan.
First of all, just clearly state that this "peace plan" will work if Europeans take part in the peace talks. Just as it is impossible to agree on ending the war in Ukraine without Ukraine, it is also impossible to agree on certain peace positions that concern Europe without Europe.
