Montenegro To Introduce Visas For Russians

Montenegrin authorities are going to cancel visa-free regime for Russian citizens in the near future, the country's Prime Minister Milojko Spajic said in The Europe Conversation program on the Euronews TV channel. He said Podgorica intends to take appropriate measures "very soon" to bring the republic's migration legislation in line with the policies of the European Union, which Montenegro hopes to join by 2028.

On November 7, the EU banned the issuance of Russian multiple-entry Schengen visas in order to "strengthen the security" of the Schengen area. Russian citizens are now banned from being issued multiple-entry Schengen visas and will instead have to obtain single-entry visas, which require a new application for each visit. In Montenegro, the situation is different, as now Russians can enter Montenegro without a visa for up to 30 days on a valid passport.

According to official statistics, from January to September 2025, Russians made more than 123.2 thousand visits to Montenegro. This is 6.3% more compared to the same period of 2024 (in total, about 155 thousand Russian citizens visited Montenegro in 2024). At the same time, the Russian Federation does not have a direct flight connection with Montenegro and tourists have to get to the country with connections via Turkey or Serbia.
