Published the full text of Europe's plan to resolve Russia's war on Ukraine, drafted in response to U.S. President Donald Trump's proposal.

The European plan is drafted by Britain, France and Germany. It takes the U.S. plan as a basis, but then goes through it clause by clause with suggestions for changes and deletions, Reuters reported.

The text of the plan is as follows:

1. Ukraine's sovereignty will be reaffirmed.

2. A full and comprehensive non-aggression agreement between Russia, Ukraine and NATO will be reached. All ambiguities of the past 30 years will be resolved.

(Paragraph 3 of the U.S. plan has been deleted. That paragraph was "Russia is not expected to invade neighboring countries and NATO is not expected to expand further.")

4. After the peace agreement is signed, a dialog between Russia and NATO will be convened to address all security and de-escalation concerns to ensure global security and increase opportunities for future economic prospects.

5. Ukraine will receive strong security guarantees.

6. The size of Ukraine's peacetime armed forces would be limited to 800,000 men.

7. Ukraine's accession to NATO depends on a consensus of NATO members, which does not exist.

8. NATO agrees not to permanently station troops under its command in Ukraine in peacetime.

9. NATO fighter jets will be stationed in Poland.

10. A U.S. guarantee reflecting Article 5:

a. The U.S. will be compensated for the guarantee.

b. If Ukraine invades Russia, it forfeits the guarantee.

c. If Russia invades Ukraine, in addition to a strong coordinated military response, all global sanctions will be reinstated and any recognition of new territory and all other benefits of this agreement will be nullified.

11. Ukraine is eligible for EU membership and will receive short-term priority market access to Europe.

12. A strong Global Reconstruction Package for Ukraine, including but not limited to:

a. Establishment of a Ukraine Development Fund to invest in high-growth sectors, including technology, data centers, and artificial intelligence.

b. The United States will partner with Ukraine to jointly rebuild, grow, modernize, and operate Ukraine's natural gas infrastructure, which includes its pipeline and storage capacity.

c. Joint reconstruction efforts in war-torn areas to rehabilitate, rebuild, and modernize cities and residential areas.

d. Infrastructure development.

e. Extraction of mineral and natural resources.

f. The World Bank will develop a special financing package to accelerate these efforts.

13. Russia will be gradually reintegrated into the global economy:

a. Sanctions relief will be negotiated and agreed upon on a phased and case-by-case basis.

b. The United States will enter into a long-term economic cooperation agreement for mutual development in the areas of energy, natural resources, infrastructure, AI, data centers, rare earth elements, joint projects in the Arctic, and various other mutually beneficial corporate opportunities.

c. Russia will be invited back to the G8.

14. Ukraine will be fully reconstructed and financially compensated, including through Russia's sovereign assets, which will remain frozen until Russia compensates Ukraine.

15. A joint security task force involving the U.S., Ukraine, Russia, and the Europeans will be established to facilitate and enforce all provisions of this agreement.

16. Russia will legislate a non-aggression policy toward Europe and Ukraine.

17. The United States and Russia agree to extend nuclear nonproliferation and nuclear arms control treaties, including Fair Start.

18. Ukraine agrees to remain a non-nuclear-weapon state under the NPT.

19. The Zaporozhye nuclear power plant will be restarted under IAEA supervision, and the electricity generated will be equally split 50/50 between Russia and Ukraine.

20. Ukraine will adopt EU rules on religious tolerance and protection of linguistic minorities.

21. Territories: Ukraine commits not to return its occupied sovereign territory by military means. Negotiations on the exchange of territories will start from the line of contact.

22. Once future territorial arrangements have been agreed upon, both the Russian Federation and Ukraine commit not to change these arrangements by force. Any security guarantees will not apply if this commitment is violated.

23. Russia shall not interfere with Ukraine's use of the Dnepr River for commercial purposes, and arrangements will be made for the free movement of grain shipments across the Black Sea.

24. A humanitarian committee will be established to address open issues:

a. All prisoners of war and bodies that remain will be exchanged on an all-for-all basis.

b. All civilian detainees and hostages, including children, will be returned.

c. There will be a family reunification program.

25. Ukraine will hold elections as soon as possible after the signing of the peace agreement.

26. Provisions will be made to address the suffering of the victims of the conflict.

27. This agreement will be legally binding. Its implementation will be monitored and guaranteed by the Peace Council, which will be chaired by President Donald Trump. There will be penalties for violations.

28. Once all parties agree on this memorandum, a ceasefire will immediately go into effect. The terms of the ceasefire, including monitoring, will be agreed upon by both sides under U.S. supervision.
