The Fifth Major Russian Oil Refinery Since Early August Has Shut Down Due To A Drone Attack

It may take several weeks to repair it.

Lukoil’s “Permnefteorgsintez” (PermNOS) refinery, the seventh-largest in Russia by processing volume, has come to a complete halt due to a fire and damage to processing units resulting from an attack by unmanned aerial vehicles (UAVs) on August 21, Reuters reported, citing two industry sources.

Dmitry Makhonin, governor of the Perm Krai, reported last Friday that the region had been targeted by a UAV attack and that an industrial facility had sustained damage, though he did not specify the name of the facility.

According to the sources, on August 21, following the UAV attack, the AVT-4 primary processing unit, with a capacity of 14,110 metric tons per day (38% of the refinery’s capacity), was shut down as an emergency measure. According to sources speaking to Reuters, repairs could take at least 1–2 weeks.

Another PermNOS primary unit—the AVT-5, with a capacity of 12,930 metric tons per day (34% of the refinery’s capacity)—has been shut down since July 29 following a drone strike. The refinery also has two other units, AVT-1 and AVT-2, each with a capacity of 5,234 metric tons per day (14% of the refinery’s total capacity).

Capable of processing up to 12.6 million metric tons of crude oil per year, PermNOS became the fifth Russian refinery to halt fuel production in August due to drone attacks. On August 12, following a fire, the Orsknefteorgsintez (OrskNOS) refinery, owned by Forteinvest, halted operations.

On August 10, the Sibur Sibura in the Tyumen Region—the country’s largest petrochemical complex, producing 2.5 million metric tons of polymers and 6 million metric tons of LPG annually. On August 5, Rosneft’s Saratov Refinery ceased oil refining, and on August 3, Lukoil’s Volgograd Refinery did the same.
