The number of people restricted to travel abroad may increase in Belarus

On April 2, the “house of representatives” is to consider a new draft law on order of abroad travelling of citizens of Belarus.

The document will be discussed in the first reading, BelTA learnt from the press service of the parliament.

The document was offered for consideration by Alyaksandr Lukashenka. The document defines a list of requirements for temporary restriction for a Belarusian citizen to leave the country. For example, exit can be temporary restricted for a person, possessing a state secret or suspected or accused in a criminal case. Other grounds for restrictions are failure to perform estate, tax, or other duties without good cause. Maintenance obligations refer to this sector as well. A person may be restricted travelling if he or she is a debtor in a case of economic bankruptcy or is an interested party of a debtor.

Information about persons, temporary restricted to leave the country, will be included in a special data bank, as well as information about lifting of this restriction.

The document covers the cases, when a person restricted to exit, can leave the country for a short period. In particular, when urgent medical treatment is needed, and if a close relative has a serious illness and has died outside Belarus, or if a person has to take part in a criminal process abroad.

The draft law also definitizes and simplifies an order of exit for minor citizens. A chapter of the document says that they can go abroad accompanied by a lawful representative if the border service is presented a document proving the status of a representative. Approval of the second lawful representative is no longer needed. If one of the parents is against an abroad trip of the child, he or she has the right to go to law.

The law establishes duties of the citizens, willing to get permanent residence outside Belarus. They must perform tax and maintenance obligations, recover expenses of the state for maintenance of children (if the children are supported by state). Such persons must stop commercial activity without creation of a legal entity in an order, established by the national laws.

The normative act says the law will come into force 6 months after its official publishing.
