Large Oil Companies Stopped Supplying Oil to Naftan in May

Large Russian oil companies have not been supplying oil to the Navapolatsk refinery since the beginning of May, according to statistics that Interfax has reviewed.

So, for 16 days in May, 54.8 thousand tons were supplied to Naftan from Russia by “other subsoil users” (that is, not included in the main ones, according to the terminology of official statistics). This is 20.7 thousand tons per day less than in the previous month.

Since the beginning of the month, the Mozyr Oil Refinery has supplied 300 thousand tons of oil from the Russian Federation (-1.2 thousand tons by April). The main shippers are LUKOIL, Gazprom Neft, and Rosneft, with the latter two having increased volumes compared to last month.

As reported, pipeline deliveries of oil from Russia to Belarusian refineries in May are planned in the amount of 608 thousand tons, which is 2 times less than in April. At the same time, the breakdown of supplies for each of the plants - Mozyr and Navapolatsk refineries - was not specified.

On April 19, the US Treasury canceled the moratorium on sanctions against the Belneftekhim concern, its sales office in the United States and its seven member enterprises, in particular, the Naftan refinery, which had been in effect since October 2015, on April 19. According to the Ministry of Finance, until the end of the 45-day period on June 3, 2021, only those transactions with these companies that are necessary to complete cooperation with them are allowed.

The main suppliers to Naftan in April were: Rosneft - 339 thousand tons, Surgutneftegaz - 204 thousand tons, Tatneft - about 100 thousand tons, Bashneft - 32 thousand tons, Russneft - less than 10 thousand tons.
