Washington has refused to negotiate after the Kremlin's "cannibalistic demands".
President Donald Trump's meeting with Russian dictator Vladimir Putin in Budapest, according to the Financinal Times, was canceled after Moscow made "tough demands" on Ukraine. The Kremlin's position proved unacceptable to Washington, and it caused Trump's abrupt change of course.
Why is Putin again trying to impose impossible conditions on Trump to end the war?"
That's what the website Charter97.org spoke to Oleh Bilokolos, director of the Center for National Resilience Studies in Kiev and former advisor to the Ukrainian embassy in Canada and Kenya:
- It's hard to talk about feasible and unfeasible conditions. The point is that there is Kiev's position. Here Washington has a desire to suspend active hostilities at some stage. But for the Kremlin this, as they believe, is unacceptable. And they are stalling for time. We must realize that the analysis of all statements made by official and unofficial persons and experts considered close to the Kremlin shows that they are of an openly cannibalistic nature - we are talking about the occupation of Ukraine and the destruction of an independent country as such. We can judge that all these statements, when Moscow seems to be talking about some kind of peace, are a diplomatic cover for the continuation of aggression.
We see that the military budget is already increasing, and measures are being taken in terms of mobilization. This spiral of war that dictator Putin has spun is gaining momentum. He looks crazy in his statements. I think he has lost his sense of reality - this must be taken into account too. The man is in some kind of vacuum of his own. It is completely unclear what is being reported to him, but some of his statements sound very strange, to put it mildly. And everyone in the Kremlin is naturally adapting to his vision. No one can afford to speak out even with some nuances. So I see the reason only in this.
- How decisive is Trump after canceling the summit in Budapest? Can we expect him to take tougher steps against Russia?"
- I think such steps by Trump will follow. Public opinion in the United States is on the side of Ukraine, Congress is as well, there is a consensus that Russia is behaving in a completely insane manner. There is even the position of a group of congressmen and representatives of influential evangelical denominations. I recently read information that they are generally outraged by war crimes, in particular the fact that Ukrainian children were stolen.
They quite rightly consider this a war crime, and moreover - they have already explicitly stated that a condition of any approach to peace talks must be the return of these children to Ukraine.
That is, Trump cannot act outside of public opinion. Any American president, no matter what kind of president he is, can't help but listen to what is heard in all media outlets, including those that support his policies on other fronts. So, obviously, I don't rule out - perhaps even tend to expect - some tougher steps.
- What else can Trump do to bring the war closer to an end? Are new sanctions or increased support for Ukraine a possibility?"
-An administration official in Washington said recently that the U.S. has some other options besides sanctions. He did not specify specifically which ones, in order, of course, to keep Moscow in the dark. But I am sure that several options are under development. And I think that sanctions alone are unlikely to force Putin to make peace.
Additional options are being considered - perhaps holding talks, as was recently discussed during the discussion between Trump and the Chinese leader, as well as contacts with other countries actively engaged in trade with Russia. I do not rule out other options, including military-technical ones.
