Moldova Extradited To Belarus A Former Deputy Head Of Special Services Convicted Of State Treason

Alexander Balan was recruited by the KGB.

As part of the exchange between Belarus and Poland, Moldova handed over to Belarus Alexandr Balan, former deputy director of the Information and Security Service of Moldova.

Balan was detained in Romania in 2025. On April 15, a Moldovan court sentenced him in absentia to 1.5 years in prison on charges of divulging state secrets. On April 24, Balan was extradited from Romania to Moldova.

Before his transfer to Belarus, Moldovan President Maya Sandu pardoned Balan. Moldova also handed over Russian woman Nina Popova to Russia.

The Czech intelligence service BIS considers Alexandr Balan a participant in the Belarusian intelligence network created by the KGB of Belarus.

The Insider wrote that Alexandru Balan was a liaison officer under the AFU General Staff during his tenure (2016-2019) as part of his cooperation with Ukraine's intelligence services. He was recalled from Ukraine for unsatisfactory work, but he refused to return to Moldova.

According to Romanian media, he met twice with Belarusian intelligence officers in Budapest between 2024 and 2025.
