Farmers were opposed to the authorities' actions.
In the Novosibirsk region, where cattle were seized and destroyed en masse in February and March, the head of the department of anti-epizootic and quarantine measures of the veterinary department, Sergei Tur, died under mysterious circumstances. His death was reported to Interfax by the regional center for veterinary and sanitary support: "We can confirm ... the rest of the questions are for the police and investigative authorities."
The 43-year-old official was found shot dead in his own car, sources told the Siberian Express and BFM-Novosibirsk. According to one of the law enforcers' versions, it could have been a suicide. Tur was in charge of organizing quarantine and seizure of pets in disease hotbeds. Shortly before the incident in respect of his department began checks.
Tur's wife said that his heart failed: "He died yesterday, his heart failed. It is related to work, directly related to it. Great moral and physical load, great responsibility." She added that some time ago her husband went on sick leave. Law enforcers have organized a check on the fact of Tur's death.
Mass seizure and destruction of livestock in the regions of Siberia and the Volga region began in winter, writes The Moscow Times. Authorities cited the danger of spreading rabies and pasteurellosis. In the Novosibirsk region, where a state of emergency and a strict quarantine with cordons and travel bans were imposed, farmers were told of the "newest" disease spreading among animals, but did not name it. As a result, 90,500 animals were slaughtered, direct damage amounted to 1.59 billion rubles.
The authorities' actions provoked protests. Farmers also traveled to Moscow to complain to President Vladimir Putin and other authorities, noting that in some cases cattle were destroyed without tests and in the absence of owners, and compensation was insufficient to cover losses.
