The emergency regime has been introduced in Ryazan - the corresponding decision was made by the regional commission headed by the governor Pavel Malkov after the overnight drone attack, which affected one of the largest oil refineries in Russia, and "oil rain" fell in the city. According to the regional government, the state of emergency will be in effect from May 15 until a special order. Denis Bokov, first deputy chairman of the government of the Ryazan region, has been appointed head of the liquidation work. The agencies have been instructed to allocate funds for emergency recovery work, provide payments to the victims and organize assistance of psychologists, writes The Moscow TImes.

On the night of May 15, Ukrainian drones attacked the Ryazan oil refinery owned by Rosneft with a capacity of 17 million tons of oil per year. The refinery produces motor gasoline, diesel fuel, aviation kerosene, fuel oil, liquefied gases, bitumen and petrochemical feedstock. After the strike, thick black smoke rose above the plant, and residents complained of a burning odor. Malkov also reported in his Telegram channel that debris from downed drones damaged two apartment buildings. Three people died, twelve were injured. In the Oktyabrsky district of Ryazan, "for safety reasons" all schools and kindergartens were closed, and mass events were canceled in the city.

Local residents soon reported "oil rain" - sticky black spots settled on cars, windows and facades of houses. Similar precipitation had previously fallen in Tuapse after strikes on the Tuapse oil refinery and in Perm after an attack on a Transneft station. Environmentalists and chemists warn: smog and "oil rain" contain polyaromatic hydrocarbons (PAHs), including benzene - a carcinogen of the first class of danger.
