Russia has been organizing anti-Semitic attacks in the West and implementing a covert network of influence in Israel. This is according to an OCCRP investigation involving the Israeli publication Shomrim.
Documents show that the operations were organized by a senior Kremlin official, Sofia Zakharova, who defined their purpose as creating "cognitive vulnerabilities" in Western countries to weaken and destabilize them.
The key documented action was an operation internally codenamed "Green Synagogues." The Kremlin organized an attack on a synagogue and Holocaust memorial in Paris in 2024. Serbian nationals were hired to execute the operations in Western Europe, dousing the Holocaust museum and several synagogues in France with green paint, and placing plastic pig heads near the Holocaust memorial at the Brandenburg Gate in Berlin as a deliberate anti-Semitic provocation.
The perpetrators were detained, a court in Paris later found that the actions were intended to "incite religious and national intolerance" between Jews and Muslims and "destabilize" Germany and France.
In parallel, Russian Federation was building an agent network of influence inside Israel, the investigation said. According to the leak, Zakharova's entourage worked with the Russian PR firm SDA to develop a plan to create a fictitious "research institute" in Israel that would hire local academics and intellectuals to shape the Kremlin's desired narratives in society. The budget for the first six months of the structure's operation included $125,000, the recruitment of three Israeli co-founders, and rent for offices in Haifa. The documents do not provide evidence that the institute was actually established.
