The event was organized by India.

The G20 summit, in which President Vladimir Putin decided to take part for the first time since the start of the war with Ukraine, will be held without the leaders of key world powers.

U.S. President Joe Biden and Chinese President Xi Jinping refused to participate in the G20 virtual meeting, which will be held on Wednesday, November 22, according to Bloomberg, citing the Indian Ministry of Foreign Affairs, which organizes the event as G20.

At the summit, where Putin will speak for the first time since 2021, China will be represented by the Premier of the State Council of the People's Republic of China Li Qiang instead of Xi Jinping. Biden will also miss the event, Indian Foreign Minister Vinay Kwatra said, without specifying who would represent the U.S. president.

According to the Indian Foreign Minister, the large majority of G-20 leaders would attend the video meeting. The Kremlin Press Service reported that Putin intends to deliver an extensive speech in which he will touch on “the situation in the global economy and finance,” as well as “the climate agenda, digitalization issues and other topics.”
