Russian authorities plan to increase budgetary funding for VGTRK, Channel One, and the “Russia Today” agency. Nearly $1 billion is earmarked for VGTRK for 2026–2029, while the draft budget does not include any payments to “Soloviev Live” after 2027.
The scale of government spending is significantly broader than individual subsidies. The 2026 budget plans allocate approximately $1.75 billion to the entire “Mass Media” section—that is, roughly $4.8 million per day. This funding is for television and other media outlets, not just the organizations listed.
A total of approximately $36 million is allocated for “Solovyov Live” for 2026–2027. No funding is included in the draft for the following two years.
According to calculations based on data from “We Can Explain”, VGTRK plans to add approximately $42 million annually compared to the previous plan. Average annual payments will increase by about 20%. The holding company includes the channels “Russia 1” and “Russia 24,” which air programs by leading Russian propagandists.
“Channel One” is set to receive about $278 million over four years. On average, this is nearly $10 million per year more than the previous level. The “Russia Today” agency, headed by Dmitry Kiselyov, will receive about $432 million over the same period, also with an increase in average annual payments.
RT remains the largest recipient among the listed organizations: approximately $1.26 billion is earmarked for it over four years. However, the funds will be distributed unevenly: in 2028 and 2029, payments are expected to drop to approximately $251 million annually.
