Belarus Is Cutting Off Fuel Supplies To Russia

In September, rail shipments of Belarusian gasoline and diesel fuel to the Russian market declined, although they remained above the monthly average since the beginning of this year.

As Reuters has learned, the reason is scheduled maintenance. The first is at the Naftan refinery.

According to sources, major maintenance at the “Naftan” facilities began in late September, with the bulk of the work scheduled for October, which necessitated the build-up of fuel reserves for the country’s domestic market.

As a result, in September, ‌shipments of motor gasoline produced by Belarusian refineries to the Russian ‌market fell by nearly 13% on a daily basis compared to the previous month, to about 170,000 metric tons, while diesel fuel shipments fell by 29% to 105,000 metric tons.

In recent months, Russia has faced a shortage of motor fuel amid intense drone attacks on the country’s key refineries and port infrastructure. To stabilize the situation on the domestic market, Russian authorities imposed a ban on the export of automotive gasoline, jet fuel, and diesel fuel, and began importing petroleum products by sea.

Belarus, which began processing Russian oil at its refineries under a tolling arrangement last fall, has stated its readiness to partially compensate for the lost capacity of Russian refineries due to drone attacks.

Overall, during the first nine months of this year, gasoline shipments by rail from Belarusian refineries to the Russian market increased nearly 12-fold compared to January–September 2025, exceeding 1.0 million metric tons; and diesel fuel increased fivefold to more than 675,000 metric tons.
