Politico: EU Prepares Important Step To Provide Ukraine With 90 Billion Euro Loan

The EU is preparing to approve the terms of a 90 billion euro loan to Ukraine as early as Monday, May 18. This will bring Kiev closer to receiving the first tranche of more than 9 billion euros in June.

After internal procedures are completed, the EU will finally approve the loan to Ukraine as soon as Kiev and Brussels agree on the details of debt repayment at the expense of reparations from Russia.
If Moscow refuses to pay reparations after the war, European leaders will reserve the right to use frozen Russian assets to repay the loan.
What the first tranche will be used for
The funds will be used to strengthen Ukrainian defense - in particular, to buy drones worth 5.9 billion euros. The European Commission will then transfer €3.2 billion to Ukraine, which will be used to cover budgetary expenditures, including military salaries.
"The Commission aims to implement the first tranche as soon as possible, in the second quarter of 2026. It will cover the purchase of drones from Ukraine for Ukraine," a European official told the publication.
At the same time, Politico writes that despite recent progress, the EU understands Kiev's need for more money in 2027, but raising it could be problematic if member states are unwilling to take on additional general debts.
"EU members and European financial institutions have lent a total of €200.6 billion to Ukraine. Thus, the EU is Ukraine's largest and most stable financial partner," the European Commission representative said.
We shall remind you that on April 23, the European Council approved a 90 billion euro loan to Ukraine. It is planned to be repaid at the expense of reparation payments from the Russian Federation.
At the same time, Brussels continues discussions on the use of the frozen assets of the aggressor country. In particular, the Netherlands is trying to resume discussions on the mechanism of transferring up to 210 billion euros of Russian assets to Ukraine to finance defense in 2026.
