The United States has offered the Cuban people a radical change in the country's development course and massive financial support. Secretary of State Marco Rubio personally urged people to renounce their loyalty to corrupt elites.

Marco Rubio recorded a special address in Spanish. It came just after a grand jury in Florida formally indicted 94-year-old Raul Castro for the murder of U.S. citizens.
The secretary of state is the son of Cuban immigrants. His family left the island two years before Fidel Castro took power and now he is offering Cubans a "new path" and a $100 million humanitarian package.
Aid will come, but not through the oligarch clan
Rubio called the GAESA organization the main enemy of change. It's a huge business structure linked to the political elite that owns $18 billion in assets. That's 70% of Cuba's entire economy.
"They profit from hotels, construction, banks, stores and even the money your relatives send you from the U.S., everything, everything passes through their hands," Marco Rubio said.
The official said the money doesn't reach ordinary people. GAESA withholds huge interest even on private transfers. All the profits end up in the pockets of a narrow circle of individuals.
The United States is offering 100 million dollars in aid, including food and medicine. But there is a condition: the government or GAESA will not receive the money. The food is planned to be distributed through the Catholic Church and charitable groups. This ensures the goods won't be resold in state-run stores.
Decommunization and the transition to capitalism
Rubio believes 67 years of communist rule must end. Now only the elite make money in Cuba, and ordinary citizens are denied the right to do business.
"A new Cuba where you, ordinary Cubans, not just GAESA, can own a gas station, a clothing store or a restaurant," Marco Rubio added in his address.
