Complaints Of Gasoline Shortages After Refinery Shutdown Begin In Russia's Ryazan

Residents of Russia's Ryazan have begun complaining about the lack of AI-92 and AI-95 gasoline at gas stations, The Moscow Times reports.
They write about it on the page of Ryazan Region Governor Pavel Malkov on VKontakte, the Govorit NeMoskva publication noted. "Does anyone know where you can fill up today 95 gasoline? We came to "SpetsNeft" on Kudryavtseva - there is none, except for 100. The gas station attendant said there's a moratorium from today. "Full tank" on Sportivnaya - just no 95. Where to go, is there any information", - wrote a Ryazan woman in social network.
One of the locals confirmed to journalists that the city is experiencing problems with gasoline. "Before work I passed three gas stations in the Oktyabrsky district, I didn't find 95th. At the same time, the gas station attendant in the "Full Tank" said that the benefits of the discount card are now ineffective. A driver came to pick me up and said that there was no 92 at many gas stations," said the man.
Officially, the authorities have not commented on the situation yet. The gasoline shortage at gas stations was preceded by an attack by Ukrainian drones on Rosneft's Ryazan oil refinery (refinery). According to Reuters' sources, due to damage to the infrastructure, the refinery has stopped operations since May 15 and will stand idle "tentatively until the end of June."
As a result of the Ukrainian attacks, all major refineries in central Russia have significantly reduced feedstock processing or completely stopped operations over the past two weeks, Reuters notes. In addition to the Ryazan refinery, refineries in Moscow, Nizhny Novgorod, Yaroslavl and Kirishi have been attacked. The Moscow refinery and Kirishinefteorgsintez (Kinef) have completely shut down, while Yaroslavlnefteorgsintez (YANOS) is operating at a quarter of its rated capacity. Whether Nizhegorodnefteorgsintez (NORSI) has managed to keep working has not been established yet.
The total capacity of the fully or partially shut down refineries exceeds 83 million tons per year (238,000 tons per day) - about a quarter of Russia's capacity. Together they were producing more than 30% of all motor gasoline in Russia and about 25% of diesel fuel, the agency's calculations show. A number of other Russian refineries, which could compensate for the loss of petroleum product output at damaged plants in the central part of the country, have themselves been attacked and are also shut down or not operating at full capacity.
In particular, the Permnefteorgsintez refinery (13 million tons per year) and the Astrakhan gas condensate refinery (3 million tons of gas condensate) are currently idle, while the Novokuibyshevsk refinery (8 million tons per year) is operating at about a quarter of capacity.
