Putin decided to fill the state budget at the expense of Russia's poorest region.

Putin signed into law the creation of the sixth gambling zone in the aggressor country to fill the budget system with gambling taxes, which has a record 8.2 trillion ruble deficit in 2025.

The Moscow Times says The Moscow Times, casinos will appear in the Altai Republic in addition to the already existing gambling zones in Crimea, the Kaliningrad Region, as well as in the Altai, Krasnodar and Primorsky Territories.

The new casinos will be located on the territory of the Mangerok ski resort, which belongs to Sberbank (it is supervised by the head of the bank Herman Gref). The initiative to open a gambling zone in Altai was put forward by the Ministry of Finance, citing the fact that casinos will help the development of the region and create jobs.

At the beginning of this year, the Ministry of Finance proposed a broad legalization of gambling to help the budget: last year, the federal treasury received a deficit of 5.6 trillion rubles (five times the original plan), and the "hole" in the regions became a record - 1.5 trillion rubles.

The head of the ministry Anton Siluanov proposed to Putin to lift the ban on online casinos, to create a Unified Center for accounting of bets similar to bookmakers and to introduce a tax for such organizations in the amount of at least 30% of revenue. As a result, the Ministry of Finance estimates that the federal budget could collect 100 billion rubles annually.

The Altai Republic is one of the poorest Russian regions, where 13.8% of the population has incomes below the subsistence minimum.
