“I Would Be Happy To Sign An Accession Treaty With Ukraine”

Marta Kos spoke about the timeline for negotiations with the EU.

It is impossible to set specific dates for a country’s accession to the European Union, but there are timelines that candidate countries are aiming for.

European Commissioner Marta Kos spoke about this during a meeting with journalists in Kyiv, according to a correspondent for "European Truth".

Commissioner Kos emphasized that, despite Ukraine’s requests to set an accession date, the European Union cannot do so, as this is how the enlargement process works. At the same time, the European Commission has no objection to a candidate country setting its own timelines.

“EU enlargement is never based on dates. But we have a situation where individual candidates set certain timeframes, which we support,” she noted.

As examples, Kos cited other countries besides Ukraine and the intentions they have communicated to Brussels.

- Montenegro wants to complete the technical negotiations—that is, close all chapters—by the end of this year or early next year. We support this, but Montenegro needs to show results. Albania says it wants to do this by the end of next year—fine, but it also needs to get it done. Moldova wants to conclude the technical part of the negotiations in 2028. We are not opposed to this progress either,” she explained.

The European Commissioner noted that enlargement involves a combination of the technical part of the negotiations, for which the European Commission is responsible, and the political part.

Kos did not specify what exactly Brussels perceives as Kyiv’s intentions regarding the technical negotiations. As is well known, Ukraine has stated its plans not only to conduct negotiations but also to join the EU as soon as possible, with various dates mentioned—ranging from 2027 to 2030.

“Personally, I would be very happy if Ukraine signed the accession agreement during my term. But bringing Ukraine into the EU is much more than my responsibility,” she added. Kos’s term at the European Commission ends in late 2029.

However, she urged Kyiv to assume that Ukraine will join those candidate countries that have made similar progress on reforms.

“Each country’s progress will depend on reforms. And if the progress of reforms is comparable, then progress in the negotiations will be similar. For countries that are moving more slowly, progress will slow down,” she explained.

European Commissioner for Enlargement Marta Kos is convinced that the debate on Ukraine’s accession to the EU will make it possible to find an approach to partial integration even before full membership.
