For The First Time, The Ukrainian Navy Has Been Granted The Right To Command NATO Forces

For the first time, the Ukrainian Armed Forces’ Naval Forces have received NATO-certified authorization to command Alliance mine-clearance operations at sea, following the successful completion of a Level 2 assessment (NEL-2) by the Mine Action Headquarters in accordance with NATO standards.

This was reported by Charter97.org citing the press service of the Ukrainian Navy.

The assessment took place during the Ukrainian-American “Sea Breeze 2026” exercises. Based on the results of extensive inspections, the unit received a “Mission Capable” rating.

The NEL-2 assessment, in accordance with the guidance document “NATO Operational Capabilities Concept Assessment and Feedback Program,” involves verifying not only the unit’s interoperability but also its full operational capability.

“Successfully passing this level confirms that the unit is capable of carrying out combat missions in accordance with the Allied Command Operations Forces Standards,” the Ukrainian Navy reported.

They emphasized that, for the first time in the history of Ukraine’s modern navy, a unit has been officially integrated into NATO’s command and control system for maritime mine countermeasures.

“In other words, Ukraine now has an Alliance-certified capability to command and control subordinate multinational forces, interact at the level of the NATO Standing Mine Countermeasures Group and above, and carry out the full spectrum of maritime mine countermeasures missions,” the Navy explained.

It is noted that achieving “Mission Capable” status was the result of a complex, multi-level process that lasted three years following the start of Russia’s full-scale invasion. During this time, Ukrainian naval personnel underwent training, implemented Alliance doctrines, and acquired the necessary capabilities.

“This achievement is yet another unequivocal proof that the Armed Forces of Ukraine—specifically the Navy—are not only deterring the enemy but also continuing their relentless integration into the Euro-Atlantic security architecture on par with the world’s best navies,” the Ukrainian Navy noted.

The press service added that the experience gained is important for further work on clearing the Black and Azov Seas of mine hazards.
