Ukraine is systematically documenting the damage caused by Russia, compiling a comprehensive tally that the aggressor state will ultimately be required to pay. This was stated by the head of the Office of the President of Ukraine Kirill Budanov.

“Russia must pay for every crime it has committed and compensate for every hryvnia spent on overcoming the consequences of the aggression,” he emphasized.

According to Budanov, the International Register of Losses for Ukraine (RD4U) has begun accepting claims under new categories—these relate to government humanitarian expenditures to support the affected population, as well as costs for demining and clearing territories of unexploded ordnance.

He noted that since the start of the full-scale invasion, state and local authorities have allocated significant funds for the evacuation of people, the provision of temporary housing, emergency medical care, rehabilitation of victims, and compensation for destroyed housing. Demining areas contaminated as a result of hostilities also requires substantial financial resources.

Budanov emphasized that the creation of international mechanisms for documenting damages prevents Russia from evading responsibility for its actions.

“The enemy caused this damage—the enemy will pay for it. Justice will be restored,” he concluded.
