Lukoil's Volgograd Refinery Has Halted Oil Refining

Lukoil’s Volgogradneftepererabotka refinery completely halted crude oil processing as of July 31 due to a fire that broke out following an attack by unmanned aerial vehicles (UAVs), two industry sources told Reuters.

The regional administration, citing Governor Andrei Bocharov, reported on July 31 that as a result of the UAV strikes, “fires were reported at an industrial facility of the fuel and energy complex in the south of Volgograd”, but did not specify the name of the facility.

According to sources, as a result of the drone strike on the Volgograd Oil Refinery—which ranks among the top 10 in Russia by capacity and accounts for 5% of the country’s total oil refining—the primary and secondary oil refining units have been shut down. Specifically, oil refining has been halted at two main primary units: AVT-1, with a capacity of 18,900 metric tons per day (40% of the refinery’s capacity), and AVT-6, with a capacity of 15,000 metric tons per day (32% of the refinery’s capacity).

After July 31, the refinery stopped listing petroleum products for sale on the St. Petersburg Commodity and Raw Materials Exchange. This was the second attack on the refinery since early spring 2026: on May 29, the refinery was also hit by an airstrike, after which it halted production.

According to traders, in 2024 the Volgograd Refinery processed 13.5 million metric tons of crude oil, produced 1.9 million metric tons of gasoline, 6 million metric tons of diesel fuel, and 0.7 million metric tons of fuel oil.
