It's Not Just Taxes: Another "surprise" Is In Store For Russians After The Election

The changes will affect mortgage rates and family mortgages.
According to a new forecast by the Russian Ministry of Economic Development, the total cost of utility services will increase by 11% starting July 1, 2027, instead of the previously expected 8.7%. In 2028 and 2029, the increase will be 8.6% and 7.6%, respectively.
At the same time, starting October 1, 2026, utility rates will rise by an average of 9.9% nationwide, as reported by Dialog.UA has learned.
Electricity rates, in particular, will see a significant increase. In 2027, they are planned to rise by 14.4%, which will be the largest increase since 2009. In 2028, the increase will be 12.1%, and in 2029, another 10.1%.
In total, over the three-year period, electricity prices for households will rise by 41.1%. The authorities also plan to raise the cost of other utility services. Between 2027 and 2029, gas prices are expected to rise by a total of 26.8%, heating by 27.2%, water supply by 25.4%, and wastewater disposal by 24%. One of the reasons for the rise in electricity rates was a proposal by energy companies to factor the costs of protecting facilities from drones into their prices.
The Council of Energy Producers, which brings together companies providing about 90% of Russia’s installed capacity, had previously called for such costs to be included in rates.
At the same time, the terms of the “Family Mortgage” program will change starting October 1. The interest rate will depend on the number of children: 10% for families with one child, 8% for two, 6% for three, 4% for four, and 2% for five or more children.
In Moscow, St. Petersburg, and the Moscow and Leningrad regions, the rates will be two percentage points higher. For large families, the maximum loan amount will also be increased, and for the construction of a private home and the purchase of land, the rate will remain at 6%.
