The incident occurred during the Ukrainian president's trip to Norway.

This was stated by Norwegian Prime Minister Jonas Gar Steri in a comment VG.
The head of the Norwegian government spoke about the danger the Ukrainian president faced on his way to Oslo.
“His plane was nearly shot down by a drone during takeoff from Moldova. That is the reality he faced,” Stere emphasized.
The head of state’s trip to Oslo began with his participation in official mourning ceremonies. Volodymyr Zelenskyy attended the funeral ceremony for King Harald of Norway .
It should be noted that the Ukrainian president met with Jonas Gar Stere in Oslo. During the talks, the parties discussed strengthening Ukraine’s air defense, specifically the provision of interceptor missiles for the Patriot systems.
