In Belarus, changes have again been made to the procedure for classifying citizens as “unemployed in the economy”. This follows from the decision of the Council of Ministers, published on the National Legal Portal, writes zerkalo.io.

The resolution of the Council of Ministers clarifies some details of the principle of referring to citizens “unemployed in the economy”. Now, in order to be considered employed in the economy, single tax payers require payment confirmation, subject to payment of remuneration for work performed, services rendered or intellectual property objects created.

Members of the boards of directors (supervisory boards) of companies will also be classified as employed in the economy, subject to the payment of remuneration to them.

If earlier both mothers and fathers (or adoptive parents, guardians, trustees) raising a child under 7 years of age or having three or more minor children were considered employed, now this applies only to women. For parents, adoptive parents, guardians and trustees of children with disabilities under 18 years of age, the rules remain the same — in this case, both a man and a woman are considered “employed in the economy”.

One of the changes sounds rather strange. So, legislators write that now the Ministry of Labor will transmit information about those dismissed and not hired on the 1st day of each month not only to the Ministry of Taxes and the State Border Committee, but also to the Ministry of Internal Affairs.

This paragraph now reads as follows: “The Ministry of Labor and Social Protection monthly, not later than on the 3rd day of the month, transmits to the State Border Committee, the Ministry of Taxes and Duties, the Ministry of Internal Affairs a list of identification numbers of citizens specified in part one of this paragraph.” That is, persons who were fired and not hired on the 1st day of each month. And then a clause was added to the document, which obliges the Ministry of Internal Affairs to submit to the Ministry of Labor and Social Protection information “on citizens whose identification numbers are included in the list specified in part one of this clause” on a monthly basis no later than on the 5th day of the month. That is, the same people that the Ministry of Labor will report to the Ministry of Internal Affairs before the 3rd day of each month.

The main changes to the document will come into force on December 1, 2022.

The officials recently updated the database of “those unemployed in the economy”. Parasites who own housing will be billed at full rates for gas, central heating, and hot water.
