The cartridge factory in the Russian city of Podolsk (Moscow Region), where an accident left 20,000 people without heat in -20 degree frost, was run by a former security guard of Russian President Vladimir Putin, and later - a colonel of the FSB. This is reported by the Russian Media Agency.

For the last year and a half, the general director of the Klimovsk Specialised Cartridge Factory (the town of Klimovsk is part of the Podolsk district) was Igor Kushnikov. In the late 1990s, he was accused of involvement in a Russian OCG. In this case, the leadership of the OCG, which is responsible for more than 40 murders, was combined with work in the FSB.

Kushnikov reached the rank of colonel in the Russian security services. He was later found guilty of abuse of power, but was released after the statute of limitations expired.

Igor Rudyka was the director of the factory. According to Kommersant, he is a former member of the FSB's Alfa special unit and an employee of the Russian Federal Security Service. According to journalists, Rudyka was a regular member of Putin's security detail from 2017 to 2019.

Before the Russian enforcers, the cartridge factory was run by Ivan Dorogikh for about four years. But he got a job using a fake university degree. According to journalists, he may be accused of a number of illegal acts.
