Early on the morning of Sunday, March 31, a counter-terrorism operation was declared in two Russian cities — Makhachkala and Kaspiysk. According to officials, the armed men were blocked in the apartments.

— A counter-terrorist operation regime has been introduced in Makhachkala and Kaspiysk. The CTO regime is in effect from 5:35 within the Leninsky, Sovetsky districts of Makhachkala and the city of Kaspiysk. During the CTO period, until further notice, special measures and temporary restrictions will be in effect, says a statement from the FSB operational headquarters for the Republic of Dagestan.

Later, the Russian National Anti-Terrorism Committee reported that security forces had identified and blocked the armed people.

— During the operational search activities carried out by the security authorities in Dagestan, information was received about the whereabouts of armed persons involved in terrorist activities. Tonight they were blocked by FSB special forces in several apartments in residential areas of Makhachkala and Kaspiysk, the Russian media ASTRA quotes the NAC report. It is alleged that residents of nearby houses were evacuated.
