The U.S. Congress Is Drafting A Bill That Would Ban All Purchases Of Russian Oil

A bipartisan bill is being drafted in the U.S. House of Representatives that would block any purchase of Russian oil. The bill will be named after Ronald Reagan.

This was reported by Charter97.org, citing Republican Congressman Brian Fitzpatrick on social media X.

The bill will be titled the “Ronald Reagan Peace Through Strength Act.” The announcement came a day after U.S. President Donald Trump allowed Russia to sell diesel on global markets.

“We will introduce a bipartisan bill to block any purchases of Russian oil. It will be put to a vote due to a discharge petition, and it will be passed by an overwhelming majority,” Fitzpatrick wrote.

A discharge petition allows a bill to be brought to a vote bypassing the Speaker of the House of Representatives. To do so, the document must be signed by 218 members of Congress—that is, a majority of the House.

Brian Fitzpatrick represents Pennsylvania in Congress and is one of the co-chairs of the bipartisan group in support of Ukraine. In late September, he and colleagues from both parties called on the Trump administration not to ease sanctions against Russia, warning that doing so would prolong the war.

Trump’s decision sparked a wave of criticism in Washington. Under the agreement, Moscow must supply up to 1.8 million metric tons of diesel to global markets, and the U.S. Treasury Department has authorized the purchase of Russian fuel worldwide for six months. Democratic Senators Jean Shaheen, Chuck Schumer, and Elizabeth Warren called this a complete betrayal of Ukraine and its allies.

Critics point out that just last September, Trump signed the Lindsey Graham Act imposing sanctions against Russia and Iran. It was passed with strong bipartisan support: 86 to 11 in the Senate and 262 to 159 in the House of Representatives. Most provisions of the law will take effect on October 18.
