The Ministry Of Communications Explained Why The "Obratcheniya.bel" Portal Stopped Working

The agency has remained silent about the data breach involving Belarusians.
On October 11, the Ministry of Communications and Informatization of Belarus posted on Telegram channel that the services of the state system for recording and processing requests from citizens and organizations were temporarily down.
The ministry cited a single reason for the outage: technical work. They promised to provide a separate update once the work was completed and access restored, but did not specify a timeline.
Through “Obratcheniya.bel,” citizens submit applications, suggestions, and complaints to government agencies and track how they are being processed. Starting in 2023, this platform will be the only channel for electronic communications with government agencies.
Shortly before this, reports emerged that the service’s user data had been leaked online. The “Sherlock” Telegram bot uncovered their names and contact information—and in some cases, identification numbers—as well as the content of the requests themselves. Among others, the leak included messages from propagandist Lyudmila Gladkaya and pro-Russian activist Olga Bondareva.
No official statement regarding the leak has been released.
