WSJ: How The Ukrainian Armed Forces Use Starlink And What Factors Affect The System's Performance

In 2024, the United States allocated $138 million for satellite communications for Ukraine.
Starlink satellite communications have become an important part of Ukraine’s military infrastructure: the Ukrainian Armed Forces use it to control drones, interceptors, and unmanned surface vessels. However, changes to the service’s operating parameters by SpaceX could disrupt combat missions and complicate Ukraine’s defense. At the same time, key infrastructure is under the control of the American company owned by Elon Musk, writes The Wall Street Journal.
From satellite internet to drone control
Starlink provides commercial internet access via a network of satellites in low Earth orbit. Military operations also involve Starshield—SpaceX’s secure service for government agencies.
Ukraine uses the basic version of Starshield with Starlink equipment. High data transfer speeds are particularly important for drones, which must receive commands and transmit information in real time.
According to the WSJ, slowdowns in the service in Ukraine have hampered military operations. Reduced connection speeds can make it difficult to control drones and disrupt the execution of certain missions.
Communications Depend on SpaceX’s Decisions
Starshield operates on a service-provider model. SpaceX manages the infrastructure through which communications pass. This means that the Ukrainian military depends on a private company’s decisions regarding access to critically important technology.
The U.S. pays for part of the services. In 2024, U.S. authorities signed a $138 million contract to provide Ukraine with satellite communications.
However, Starlink and Starshield are not the same thing. The former is primarily intended for commercial internet access, while the latter offers secure communication capabilities for government and military users. But both services rely on SpaceX’s technology and infrastructure.
