Lukashenko signed a decree.

Further details have been released regarding how fingerprints will be taken from citizens with foreign passports and residence permits, as well as from certain Belarusians who permanently reside abroad. Alexander Lukashenko signed the corresponding decree on October 28, according to "Zerkalo".

According to the document, referrals for mandatory fingerprinting will be issued when citizens apply to law enforcement agencies or the Ministry of Foreign Affairs, including when applying for or exchanging identity documents.

Fingerprints will be taken by the local offices of the State Committee for Forensic Expertise at the place of application. After completing the procedure, the individual must be issued a certificate on the same day.

The new rules apply to Belarusians between the ages of 14 and 74, inclusive, who have obtained foreign citizenship, a residence permit, or “another document issued by a foreign state granting the right to benefits and other advantages based on political or religious views or national origin.”

According to the Ministry of Foreign Affairs’ interpretation, such a document includes, in particular, the Pole’s Card.

Belarusians are required to notify the internal affairs authorities or the diplomatic service of obtaining foreign citizenship, a residence permit, or another foreign document provided for by law within three months of receiving it.

In addition, those who have officially registered permanent residence abroad and are registered with the consular section of a Belarusian embassy or consulate will be required to undergo fingerprinting.

The procedure will be conducted within Belarus. The relevant provision of the decree will take effect on July 1, 2027.

The document also specifies the procedure for fingerprinting individuals subject to military service. Military registration and enlistment offices will forward their lists to law enforcement agencies, which—through the State Committee for Forensic Expertise—will verify whether these individuals have already provided fingerprints. If such information is not available, the police will arrange for the procedure.

As a reminder, mandatory fingerprinting for the listed categories of Belarusians aged 14 through 74 was first mandated in February 2026. At that time, Law No. 130-Z was adopted, which specified who is required to provide fingerprints.
