A man walked into the doctor's office without waiting in line "just to ask a question."
A conflict broke out at a clinic in Minsk's Central District: a nurse spoke to a patient in an inappropriate manner, according to Mlyn.by.
The nurse called the patient a “piece of trash” when he entered the office to ask about the order of the queue.
According to a witness to the incident, this is not the first time this has happened. The woman clarified that the employee regularly raises her voice and makes rude remarks.
The attorney immediately explained that such behavior by a healthcare worker entails disciplinary, administrative, and civil liability under Belarusian law.
Rudeness is unacceptable. Violation of these norms may result in disciplinary action.
A patient who was insulted may file a lawsuit seeking monetary compensation for emotional distress, the lawyer explained.
Regarding the term “swine,” the attorney explained the following. For a statement to be recognized as an insult under Article 10.2 of the Code of Administrative Offenses, the law requires that two mandatory conditions be met: the intent to humiliate the honor and dignity of a specific person and the use of an obscene form of expression.
And “swine” more closely falls under abusive, invective language (words and expressions used to express aggression, insult, or humiliation of the interlocutor, or to express contempt, hostility, or disdain).
Whether this constitutes an offense is determined directly by the court.
