There were nine people on board.
The crash of a Russian strategic missile carrier in the Far East resulted in the loss of high-ranking command personnel from the Russian Air Force. Among the eight fatalities were officers responsible for organizing and carrying out massive strikes against Ukraine’s energy infrastructure.
The crash occurred on September 29, 2026, near the village of Krasnoyarovo in the Amur Region. The Tu-95MS aircraft belonged to the 182nd Heavy Bomber Aviation Regiment (military unit 75715, “Ukrainka” Air Base). According to the official version of the Russian Ministry of Defense, the bomber was conducting a routine training flight without a combat load, and the crash was caused by a fuel explosion in mid-air.
Initially, Russian authorities reported six casualties, but the local publication “Port Amur” clarified that there were nine people on board: one was injured, and eight military personnel were killed.
According to the publication “Espreso”, citing the OSINT group DUKE BG,
the crew included two lieutenant colonels and two majors. At least three of them were directly involved in providing methodological support and carrying out orders to launch cruise missiles at civilian targets in Ukraine.
According to monitoring resources and investigators’ databases, one of the victims was 43-year-old Lieutenant Colonel Fedor Pavlyukov. He served as deputy commander of the 182nd Regiment for flight training and had previously commanded a squadron. Ukraine’s Main Intelligence Directorate added Pavlyukov to its list of war criminals for his personal involvement in organizing airstrikes.
The second officer identified was 40-year-old Major Andrei Lobanov, deputy commander of an aviation squadron in the same regiment. Investigators confirmed his personal involvement in combat missions: specifically, on May 29, 2023, he piloted a Tu-95MS that launched six cruise missiles at critical infrastructure targets in Ukraine. The third individual implicated was 36-year-old Major Andrei Gerasimov, squadron commander of the 121st Regiment based in Engels, who also participated in massive strikes against Ukraine’s energy infrastructure.
From February 2022 through August 2025 alone, the Russian strategic air force, using Tu-95MS and Tu-160 aircraft, launched 2,354 cruise missiles of the Kh-101, X-555, and X-55SM. The Russian side has not yet publicly released an official list of all those killed aboard the Amur aircraft.
