US And Ukraine Prepare Memorandum On Military Cooperation

The media has learned the details.
The draft agreed upon by the US State Department and Ukraine's Ambassador to the United States Olga Stefanyshina is the first step towards a defense agreement that would allow Ukraine to export military technology to the United States and produce drones in joint ventures with US companies. This is reported by CBS News, citing its own sources.
"During the Iran war, Ukraine sent interceptor drones and pilots to the Middle East to help U.S. allies defend themselves against the same types of Iranian-designed Shahed drones that Russia has used to attack Ukrainian cities," the publication said.
Since then, Ukraine has already signed defense agreements with Saudi Arabia, Qatar and the United Arab Emirates in the past two months, and Ukrainian officials say they are preparing for more agreements.
Ukraine first proposed the idea of cooperation on drones to the White House in August 2025, after President Trump privately praised Operation Web.
Ukrainian officials told CBS News that cooperation with the U.S. on drones would be mutually beneficial, as U.S. funding would help both countries expand production of defense products.
The story said several Ukrainian companies have already brought their technology to the United States. In March, General Cherry, one of Ukraine's largest drone manufacturers, signed an agreement to produce unmanned aerial vehicles (UAVs) in the US with US military equipment manufacturer Wilcox Industries.
The Pentagon has also invited Ukrainian companies to participate in its Drone Dominance Initiative, a $1.1 billion program aimed at identifying drones for US military contracts.
"But the broader defense deal, which could potentially bring more Ukrainian technology to the U.S., has run into political obstacles," the media outlet reported.
Ukrainian officials also told the publication that they felt a "lack of support" for the drone agreement from senior Defense Department and White House officials, especially after the Iran war began. After all, President Trump has publicly rejected Ukraine's offer of help in fighting the Shaheds in the Middle East.
"But an early-stage memorandum between Kiev and Washington on the drone agreement seems to indicate that these obstacles may be removed," the publication notes.
