He was under restrictions for his ties to the Lukashenko regime.
The EU court has satisfied the claim of Russian businessman, founder of the Safmar group Mikhail Gutseriev to cancel the EU sanctions imposed against him in February 2025. This follows from the court decision.
The EU initially imposed sanctions against Mikhail Gutseriev in 2021, then they were extended several times. The EU court claimed that the businessman supports the Belarusian authorities, knows Alexander Lukashenko and "benefits from this".
In February 2025, the EU court extended the sanctions for a year. The EU court failed to prove that at the time of the ruling Mikhail Gutseriev continued to "benefit from or support Lukashenko's regime."
The EU court had previously lifted sanctions against Gutseriev imposed in February 2024. The court ruled that the EU Council had used outdated information in making its decision.
