Analysts at the Institute for the Study of War (ISW) believe that Russia's massive strike on Kiev on May 24 was an attempt by the Kremlin to compensate for reputational losses after the controversially received parade in Moscow on May 9.

The report notes that Russian attacks damaged government and cultural facilities in the capital, including the building of the Ukrainian Foreign Ministry, the Cabinet of Ministers and the National Art Museum The Chernobyl Museum and Lukyanivsky Market were also destroyed.

Experts recall that the Kremlin has previously threatened to strike so-called "decision-making centers" in Kiev, including using the "Oreshnik" complex, if Ukraine attacks Russian events for May 9. However, the ISW emphasizes that Ukraine has not carried out such strikes.

According to analysts, the statements about the use of the Oreshnik on the eve of May 9 could be an attempt to cover up Russia's inability to provide reliable protection of its airspace from Ukrainian long-range attacks.

The ISW believes that the current strike on Kiev is part of Putin's efforts to demonstrate strength and level the effect of the criticism levied against the Victory Parade in Moscow.

In addition, the analysts emphasize that the attack contradicts the spirit of the announced three-day truce for May 9, which they assess that Ukraine has respected. This, the institute said, shows that Moscow adheres to agreements only when it suits its interests.
