The fuel crisis in Crimea is gaining momentum.

Moscow-appointed "governor" of Sevastopol Mikhail Razvozhayev in the evening (at 23.37 Minsk time) on June 6 announced the introduction of a new system of fuel sales through personal QR codes in the messenger "Max" in the city. As follows from his message in his Telegram channel, each resident can get a code, which gives the right for a one-time refueling of up to 20 liters of fuel for a particular car, while the next code for the same car can be issued only after seven calendar days. The QR code is valid only at the network of gas stations "TPP". "The received QR code should be used within the period from 09:00 to 21:00 of the current day. At other times the gas stations of "TPP" will not work", - emphasized the "governor". The holders of previously purchased coupons, according to Razvozhayev, will not be able to use them from June 7: only the services and organizations, providing the vital activity of the city, will be able to refuel using them.

But already on the night of June 7, at 01:47 (Minsk time), Razvozhayev said that QR codes for this day had run out. "Dear Sevastopol residents! QR codes for June 7 have run out. A new batch will be available tomorrow after 22.00," he wrote, specifying that the number of codes corresponds to the daily volume of fuel available for free sale. He also added that the received QR code can be used until it is extinguished at the filling station, including on June 8 and 9, and filling into canisters is allowed only upon presentation of the original vehicle registration certificate.

On Friday, June 5, the Moscow-appointed "head" of Crimea Sergei Aksyonov announced the launch of a hotline for tourists who cannot leave the peninsula, admitting that "it is not possible to fully meet the need for fuel." A day earlier, on June 4, he announced a complete halt to the sale of gasoline for cash and warned that "there are no coupons in free sale and will not be in the near future." At the same time, Aksyonov spoke of prioritizing the provision of fuel to public utilities and law enforcement agencies, but soon reported that 400 units of passenger transport were not on the routes due to the shortage.

The crisis was caused by Ukrainian Armed Forces strikes on oil refining infrastructure and logistics. Ukrainian drones have effectively taken control of the federal highway R-280 "Novorossiya", an overland supply route from Rostov-on-Don to Crimea. According to Bloomberg, Russian refineries were attacked 38 times between January and May 2026, with 16 refineries hit in May - the highest number since the war. As a result, refinery utilization has fallen 14 percent since the start of the year and remains about 20 percent below pre-war levels, according to OilX data.

According to Reuters, by mid-May, refineries with a combined capacity of 238,000 tons per day had shut down - about a quarter of the total. The crisis has affected other areas as well. In particular, it affected the tourism industry: hundreds of vacationers who arrived on the peninsula by car were actually blocked due to lack of fuel. The head of the Crimean Tatar Resource Center Eskender Bariev noted the rise in prices for food and services. Against this background, empty counters began to appear in stores in Crimea and Sevastopol, and the owners of retail outlets began to impose restrictions on the sale of food products.
