ISW: The Kremlin Has Sent A New Signal Regarding The War

Analysts have revealed Putin's motives.

Russian dictator Vladimir Putin refuses to put the war against Ukraine on hold, as the Kremlin still plans to achieve its objectives on the battlefield. This is stated in a report by the Institute for the Study of War (ISW).

It is noted that Putin reaffirmed his position during a meeting with Kazakh President Kassym-Jomart Tokayev at the Interregional Cooperation Forum on July 25 in Omsk.

Tokayev stated that many find it difficult to understand the root causes of the war and called on Moscow and Kyiv to freeze the front line and return to negotiations in the Istanbul format.

Putin did not publicly respond to the Kazakhstani leader. Kremlin press secretary Dmitry Peskov later claimed that the dictator had explained Moscow’s position to Tokayev in detail during a private conversation.

According to Peskov, it is impossible to halt hostilities along the current front line, as Russia intends to achieve its stated objectives. The Kremlin press secretary also reiterated a long-standing claim that the fighting could cease “by the end of today” if Kyiv makes the “appropriate decisions.”

“Kremlin officials are constantly calling on Ukraine to capitulate to Russia’s maximalist military demands, which, as the Kremlin has repeatedly emphasized, include the entire Donetsk, Luhansk, Zaporizhzhia, and Kherson regions—and which are not guaranteed to lead to a substantive peace agreement,” the report states.

The ISW adds that the Kremlin’s military rhetoric remains unchanged despite Putin’s own domestic problems. His approval and trust ratings are falling, the economic situation in Russia is deteriorating, and casualties on the front lines are rising while territorial gains remain minimal.

“The Kremlin continues to signal to Russians that they must be prepared to bear the costs of a protracted war against Ukraine. Putin likely used his meeting with Tokayev as a platform to remind Russians of this justification,” the analysts concluded.
