The Tyumen Oil Refinery Has Completely Halted Oil Refining Following A Drone Attack

The company is the largest independent oil refinery in Russia.

The Tyumen Oil Refinery has completely halted crude oil processing and the production of petroleum products ‌as of July 25 following an attack by unmanned aerial vehicles (UAVs), Reuters reports, citing industry sources (translation — The Moscow Times).

According to them, as a result of the strike at the plant owned by RI Invest, a diesel fuel hydrotreating unit with a capacity of 2.6 million metric tons per year caught fire, as did a combined unit for the production of high-octane automotive gasoline (HBOG) also caught fire. Reuters’ sources do not know how long repairs to the gasoline production facilities might take.

With a capacity to process 9 million metric tons of crude oil per year, the Tyumen Refinery is the largest independent oil refinery in Russia. Its gasoline complex was built under license from the American company UOP and commissioned in 2018.

Producing about 500,000 metric tons of gasoline and nearly 3 million metric tons of diesel fuel annually, the Tyumen Refinery became the sixth major refinery to halt production due to drone attacks since the beginning of the month. Previously, the Gazpromneftekhim Salavat refinery (July 14), Rosneft’s Syzran refinery (July 12), the Saratov refinery (July 8), the Omsk Refinery (July 6), and Lukoil’s Nizhegorodnefteorgsintez (July 2).

According to Energy Intelligence estimates, oil refining volumes in Russia fell to 3.58 million barrels per day in July, which may be the lowest level since at least 2002. In the second half of the month, some of the damaged refineries—with a combined capacity of 40 million metric tons—resumed fuel sales. However, large facilities with a combined annual capacity of 45 million metric tons remain idle.
