Lithuania To Investigate Sheiman's Former Son-in-Law

Following a journalistic investigation.

The Lithuanian Migration Department has requested the State Security Department to assess whether the presence in the country of Belarusian citizen Andrei Shimanovich poses a threat to national security. This request was prompted by a joint international investigation by journalists, including “The Bureau”.

The Lithuanian authorities’ concerns stemmed from the development of mobile applications capable of transmitting information to the intelligence services of Belarus and Russia. Since the Migration Department does not have cybersecurity functions, it simultaneously contacted the National Cybersecurity Center and the Lithuanian Criminal Police Bureau, requesting that they conduct an expert analysis and evaluate the applications’ source code for vulnerabilities and malicious functionality.

Once conclusions have been received from all agencies, a decision will be made regarding Shimanovich’s legal status in Lithuania.

Who is Andrei Shimanovich

Andrei Shimanovich is a Belarusian businessman who, in 2016, married Olga Sheiman, the daughter of one of Lukashenko’s closest associates, Viktor Sheiman. He traveled extensively with the Sheiman family, including on business projects in Zimbabwe.

As journalists have discovered, Shimanovich is involved in a number of projects in the field of data collection and surveillance:

mSpy—a service for covert phone surveillance (geolocation, messages, calls)—has experienced several major data breaches.

Nicegram, eSIM Plus, InLab, and Aivan are programs and add-ons developed through a network of affiliated companies in Belarus and Lithuania. The apps require excessive permissions (access to the camera, microphone, and contacts) and transmit telemetry data to the Russian Yandex AppMetrica system.

In 2023, Shimanovich received a residence permit in Lithuania as a startup founder, and he renewed it in 2025.

He presumably passed the background check when obtaining his residence permit because, at that time, he had already divorced Olga Sheiman, although he had founded his business in Vilnius while still a member of the family of an influential official in the Belarusian regime.
