Belarusians Can Expect Significant Tax Changes

In 2027, Belarusians can expect several tax changes. "Zerkalo" explains what will change.
Some fees will increase
According to the Ministry of Finance’s forecast, taxes for the general public will rise by 6.2% in 2027. This includes property taxes—on real estate, land, and vehicles.
Officials calculate the expected inflation rate for each year. In reality, this figure may vary—either higher or lower. For example, the inflation target for 2025 was up to 5%, but the actual rate was 6.8%. Officials expect price increases in 2027 to reach up to 6%.
Employers will report employee data in a new way
Starting in 2027, a new requirement will be introduced regarding the so-called “super database” of personal income: employers will be required to submit data on individuals’ income once per quarter (currently, this is done annually).
As a reminder, the “super database” of personal income has been in operation in Belarus since 2023: employers must provide tax authorities with information on virtually all of their employees’ income. This includes tax benefits and the amounts of personal income tax. Officials have also required banks to provide tax authorities with data on individual clients whose total incoming transactions for a calendar year exceeded 150,000 rubles.
Changes Regarding Cigarettes
Starting January 1, 2027, excise stamps on tobacco products will become more expensive in Belarus:
for imported products—from 8 to 10 kopecks per stamp;
for domestic and imported products, including cigarettes in the first price group—from 3 to 4 kopecks.
The cost of an excise stamp is one of the expenses incurred by manufacturers and importers. If the price of the stamp rises, they may pass this increase on to the cost of their products.
Previously, officials announced a phased alignment of cigarette excise tax rates in Belarus with those of other EAEU member states, including Russia.
