More Than 8.4 Million Ukrainians Are Outside The Country

As of 2026, more than 8.4 million Ukrainian citizens live outside the country. This was announced on Tuesday, August 4, by the Verkhovna Rada Commissioner for Human Rights Dmytro Lubinets, as he summarized the results of the annual meeting of heads of Ukraine’s diplomatic missions abroad, according to "Deutsche Welle".
“More than 8.4 million of our citizens are currently outside Ukraine. It is our duty to ensure that each of them knows: Ukraine remembers them and is ready to defend their rights,” the ombudsman wrote on his Telegram channel.
More than 5 million Ukrainians have received temporary protection in the EU
Lubinec did not directly link the number of people outside Ukraine to Russian aggression, but his statements were made in the context of the war. The ombudsman noted that thousands of Ukrainians remain in Russian captivity, and more than 20,000 Ukrainian children have been illegally taken from the country to Russia. In June, Lubinets noted that since 2014, when Russia began its occupation and annexation of Ukrainian territories, 8.5 million people have left the country.
Data on Ukrainians who fled directly from the invasion was previously reported by the Office of the UN High Commissioner for Refugees. According to this information, 5.7 million people have left Ukraine since 2022.
In July 2026, the European statistical office Eurostat noted that 4.38 million Ukrainian refugees are under temporary protection in the EU. Most of them reside in Germany—1.283 million—followed by Poland—967,500—and Spain—267,400. Eurostat had previously reported that, as of the end of 2021, 1.57 million Ukrainian citizens held residence permits in the EU.
How many Ukrainians remain in the country?
Since the start of Russia’s full-scale invasion of Ukraine, Kyiv has not published regular and accurate data on the population. The head of the State Statistics Service, Arsen Makarchuk, noted in March 2026 that such estimates would only be possible 1.5–2 years after the end of the war. According to the State Statistics Service, more than 41 million people lived in Ukraine prior to the invasion—excluding the annexed Crimea and the parts of the Donetsk and Luhansk regions that were occupied at that time.
On July 22, 2026, the National Academy of Sciences of Ukraine published data indicating that approximately 27–28 million people currently live in the territory controlled by Kyiv. This estimate was provided by Oleksandr Hladun, deputy director of the Institute of Demography and Quality of Life Research.
