Bloomberg: Graham’s “Hellish Sanctions” Against Russia To Be Considered Next Week

The bill may be passed by a simple majority.

A bill imposing sanctions on Russia, co-sponsored by Senators Lindsey Graham and Richard Blumenthal, will be put to a vote in the House of Representatives next week.

This was reported by Bloomberg on Friday, September 11.

The Graham-Blumenthal bill will be considered under a procedure that allows for its passage by a simple majority.

The bill is intended to authorize U.S. President Donald Trump to impose 100 percent tariffs on the five largest buyers of Russian crude oil and natural gas, as well as on the five countries that are helping Russia circumvent energy sanctions. The largest buyers of Russian petroleum products are China, India, and Turkey.

The House of Representatives fears that, if passed, the bill would expand Trump’s tariff powers and lead to higher oil prices, Bloomberg reported.

A draft letter from the U.S. Chamber of Commerce and business representatives to the leadership of the House of Representatives, which Bloomberg reviewed, calls on Congress to remove the tariff-related provisions from the bill, and “instead focus on targeted sanctions, strengthening measures to combat sanctions evasion, and coordinated diplomacy with countries that purchase Russian energy resources.”

On August 31, Politico reported that Lindsey Graham’s bill on sanctions against Russia could fail in the House of Representatives due to disagreements between Republicans and Democrats.

A bill proposing new sanctions against Russia—which would impose a 500 percent tariff on imports from countries that continue to purchase Russian oil and other raw materials—was introduced in the U.S. Senate back in early April 2025.
